Design of the 10.5-mile Central Mesa Reuse Pipeline (CMRP) to deliver reclaimed water treated at the Northwest Water Reclamation Plant (NWWRP) to the Gila River Indian Community in exchange for Colorado River water supplies as part of an existing exchange agreement. This project will add essential infrastructure to help maximize the City’s diverse water portfolio.

Construction continues for the Central Mesa Reuse Pipeline (CMRP). Construction continues for the Central Mesa Reuse Pipeline (CMRP). This 10.5-mile project will take place through Fall 2025 to build essential infrastructure which will maximize an existing water exchange agreement with the Gila River Indian Community to bolster Mesa's diverse water portfolio. Provided below is current construction information for the project, beginning at the south end of the project:

Houston Avenue - Higley Road to Recker Road

  • Scheduled to begin Tuesday, May 27, crews will begin work in Houston Avenue, between Carol Rae Lane and Highland Glen Lane, to install pipeline with Houston Avenue restricted to eastbound travel only (no westbound travel permitted) in this area. Carol Rae Lane will initially be closed at Houston Avenue for a short time, with access available at Highland Glen and detour signage will be in place to direct travelers around the closure area.

Baseline Road at Pierpont Drive (on the north) and Claiborne Avenue (on the south)

  • Claiborne Avenue is currently closed from approximately Harwell Street to Baseline Road for crews to trench and install pipeline in Claiborne Avenue. Alternate access to the Gateway Medical Professional Village is available from Baseline Road. Crews will remain in this location until approximately late June as they will need to bore (tunnel) under Baseline Road to the north side of the road from this location. Detour signage is in place to direct travelers around the closure.
  • Scheduled for June 2, crews will also work in the north side of Baseline Road, just east of Pierpont Drive as part of the bore (tunnel) operation. Lane reductions will be in place for westbound Baseline Road traffic until approximately the end of June.

Greenfield Road - Between Southern Avenue & Broadway Road

(PIPELINE INSTALLATION COMPLETE - FINAL PAVING)

  • Paving of the base course (bottom layer) of asphalt from Southern Avenue to Broadway Road is complete and paving crews will come back at a later date to pave the surface course (top layer) of asphalt. More information will be provided as that work is scheduled. The majority of the traffic control will be picked up tomorrow, May 23.
  • Scheduled to take place during night hours during the week of May 27 and June 2, crews will work at each of the signalized intersections (Southern, Diamond and Broadway) to re-install loops, which trigger the signal when vehicles travel over it.

Greenfield Road - Broadway Road to Main Street

(PIPELINE INSTALLATION NEARING COMPLETION - FINAL PAVING SCHEDULED)

  • Scheduled to begin the week of June 9, an asphalt mill (removal) and overlay of Greenfield Road, between Broadway Road and Main Street will take place. Crews will complete one-half the roadway at a time to maintain traffic on Greenfield Road, with lane and turn restrictions in place, as needed.
  • Initial work will take place on the east side of Greenfield Road with traffic shifted to the west side of the road, one lane in each direction, with left turn restrictions in place. Left turns will also be restricted at Broadway Road, but will be maintained at the Main Street intersection. Work on the east side is expected to be complete in early July, and then move to the west side of Greenfield Road for similar work until late July.
  • Once again, this work will complete with paving of the base course (bottom layer) of asphalt and crews will return at a later date for the surface course (top layer) application.

Greenfield Road - Between Main Street & University Drive

  • Pipeline installation is nearing completion in this area, and a asphalt mill and overlay will be scheduled in the near future. More details will be provided as that work is scheduled.

Greenfield Road - Between University Drive & Brown Road

  • Crews are currently working to trench and install pipeline in Greenfield Road north of University Drive working in a northerly direction, currently just north of Dover Street to Adobe Street.
  • Greenfield Road traffic is shifted to the west side of the road, reduced to one lane in each direction with possible left turn restrictions in place. As the work crosses side streets or driveways, access may be restricted; however, crews will ensure alternate access is available.

40th Street & McLellan Road, 40th Street to Val Vista Drive

  • Crews are currently working to trench and install pipeline in 40th Street, between Hale Street and McLellan Road, with restrictions in 40th Street to accommodate this work.
  • Scheduled for Tuesday, May 27, this work is scheduled to move to the McLellan Road intersection with McLellan Road permitting westbound traffic only at 40th Street. Once this work moves west of the 40th Street intersection, access to 40th Street will be restored; however, McLellan will remain westbound only (no eastbound travel) to accommodate the pipeline installation to Val Vista Drive on the south side of McLellan Road.

Val Vista Drive, McKellips Road to Quenton Drive

  • Crews are working to install pipeline in Val Vista Drive currently just north of McKellips Road, working in a northerly direction.
  • Median islands have been removed (to be replaced following the project) between McKellips and McDowell roads.

Val Vista Drive at Thomas Road

  • Pipe installation is currently taking place to cross through the Val Vista Drive and Thomas Road intersection. This work is being phased to maintain travel lanes, where possible. The first phase is currently taking place until May 30 and allows southbound traffic only, and the second phase, scheduled for May 30 - June 20, will allow northbound traffic only. This work is necessary to connect the various incoming and outgoing pipelines that converge at the pumpstation on the northeast corner of the intersection.

Business and resident access is being maintained, and we thank you for your patience during this work.
